Atlanta Fulton County Recreation Authority (AFCRA)
The Atlanta Fulton County Recreation Authority (AFCRA) is a public authority created in 1964 by the Georgia General Assembly to steward and activate premier public venues across Atlanta and Fulton County. Since its founding, AFCRA has played a vital role in developing and managing facilities that serve as cornerstones of community life, cultural exchange, and economic vitality.
Today, AFCRA transforms public spaces into gateways for connection, culture, and community. With a legacy of stewardship and service, the Authority advances equity by broadening access to sports, recreation, and culture while driving opportunities that enrich lives and strengthen Atlanta’s economy. From world-class arenas and stadiums to neighborhood recreation sites, AFCRA creates spaces where people come together, communities thrive, and Atlanta’s global reputation as a leader in sports, recreation, and culture continues to grow.

Marvin S. Arrington, Jr. is a lifelong Atlantan, distinguished attorney, and public servant with more than 25 years of legal, civic, and leadership experience dedicated to advancing equity, economic opportunity, and quality of life for Georgia’s communities. He currently serves as the District 5 Commissioner on the Fulton County Board of Commissioners, representing approximately 186,000 residents across Atlanta, Chattahoochee Hills, College Park, East Point, Fairburn, Palmetto, South Fulton, and Union City.
The son of the late Marvin Arrington, Sr.—former Fulton County Superior Court Justice and Atlanta City Council President—and Marilyn Arrington, a retired educator, Commissioner Arrington carries forward a deep family legacy of public service, education, and community empowerment.
An accomplished attorney, Commissioner Arrington is a partner at Arrington & Phillips, LLP and principal of Arrington Law, where his practice spans criminal and civil litigation, intellectual property, and homeowners’ association law. Over the course of his career, he has also distinguished himself as an entrepreneur, filmmaker, author, and founder of multiple regional initiatives focused on education, arts, and economic empowerment.
As a county leader, Commissioner Arrington has earned recognition for both his expertise and effectiveness. He is the fourth commissioner in Fulton County—and the only male—to earn County Commissioner Certification through the Association County Commissioners of Georgia (ACCG) and the Carl Vinson Institute of Government. He is also a trained Annexation Arbitration Panelist through a joint partnership between ACCG and the Georgia Municipal Association.
During his tenure on the Board of Commissioners, he has served as Vice Chair and as Executive Sponsor for Fulton County’s Strategic Priority Areas in Arts & Culture and Economic Development & Infrastructure. In these roles, he has leveraged his legal background and creative-industry experience to help shape policies and initiatives that strengthen communities, expand economic opportunity, and enhance residents’ overall quality of life.
Commissioner Arrington’s leadership extends beyond Fulton County. He serves on the National Association of Counties (NACo), including the Justice & Public Safety Steering Committee and the Arts & Culture Commission. He is the President of the Georgia Association of Black County Officials (GABCO) and serves on the boards of the McPherson Implementing Local Redevelopment Authority, the National Organization of Black County Officials (NOBCO), and The Sickle Cell Foundation of Georgia. He previously served for a decade on the Atlanta-Fulton County Recreation Authority.
Raised in Southwest Atlanta, Commissioner Arrington is a proud graduate of Frederick Douglass High School, the University of Virginia, and Emory University School of Law. He is a member of Kappa Alpha Psi Fraternity, Inc., resides in Southwest Atlanta, and is the proud father of four daughters.
